Dubai, UAE  ·  Group CIO — Mobility

Dhiraj (DJ) Bubber

I turn enterprise AI from pilots into P&L — building the platforms, teams and operating models that move large organisations forward, today as Group CIO of a leading UAE integrated-mobility group.

About

PORTRAIT — 4:5

Trusted by boards to make technology a driver of growth, not a line of cost.

I am an enterprise technology executive with more than 24 years of global leadership, driving large-scale IT, digital and AI-led transformation across diversified, multi-entity organisations. My career spans North America, LATAM, Europe, the UK, the Middle East and APAC, across banking, insurance, aviation, energy, manufacturing, hospitality, government and mobility.

As Group CIO of Mwasalat Holdings, I am rewiring a multi-entity mobility group around AI orchestration, automation agents and real-time decision engines — from a One-Platform ERP consolidation to fleet IoT, predictive maintenance and AI-driven dynamic pricing. Earlier, I centralised IT for a 400-company Abu Dhabi conglomerate, led the technology behind Expo 2020 Dubai, and ran a 510-person analytics and delivery organisation at IBM.

My conviction is simple: in asset-heavy, public-facing businesses, technology is the product. The organisations that win treat AI as an operating discipline, pair engineering ambition with governance the public can trust, and measure success in outcomes the board can see.

Expertise

Four disciplines, one philosophy.

Enterprise AI & Agentic Automation

From proof-of-concept theatre to production P&L — agentic operations, model governance, Copilot at enterprise scale, and the data foundations beneath them.

Digital & Business Transformation

Re-platforming legacy estates without stopping the business — ERP consolidation, multi-cloud migration, M&A integration, and the change management decks skip.

IT Leadership & Operating Models

Building organisations boards trust and engineers want to join — shared services, ITIL service centres, talent strategy, and the CIO's seat at the strategy table.

Mobility Technology

MaaS platforms, fleet IoT and telematics, AI route optimisation and predictive maintenance — where physical meets digital and reliability is measured in human journeys.

Selected impact

Work that moved the numbers — and the people.
